Hmmmm !
well,Theoreticaly... all the roms cooked r just basically alike, they are cooked on almost the same 'BASE ROMS' with a slight changes here 'n' there, otherwise the main Base Rom remains the same by all cookers. Every cooker takes up the same Base Rom.Only channes which differ r in the Extended Rom,which has addons. Some cookers delete some addons or add more addons, but overall all Extended Roms almost have the same applications. Some applications r maybe the same, but some add new updated versions of the same applications.
Well, ofcourse, every Rom cookers has his own 'Splash Screens' at the loadup, and with some extra Fancy Stuff.some even r little overclocked for better performance.
Therefore,Theoretically,All the Roms are cooked very well,it's hard to differentiate which is better cooked. You can only tell the difference,if any Cooker takes a BASE ROM and do something extra ordinary with it like change the whole basic rom files or all together Cooks anew BASE ROM,LOL
Practically, u know,it can only be judged when u flash it to ur device and the performance speaks for itself.Only classified better than the others,if it performs well and above than others, with more speed, less freezes, little battery usage, better applications and overall fulfilling major requirements of the users.well, worth mentioning here, that, every one has his own preferences, regarding the usage and applications. As it say's "You Can Not Pleaze Everyone".All new Roms cooked are excellent in performance, apart from a little hick up here n there that also due to when user's load up applications of their choice and there's a compatibility problem.
Well,as to your 'when we get a rom , every body says that it is cooked very well' I can only say that majority of us here are only "Trigger Happy" Rom flashing fanatics.(Including myself, lol),always looking to flash a new rom,we r all addicted to it,have sleepless nights, starring at the Pc and Device and waiting for it ;)
All the Cookers here at Xda Forum and techies are doing an excellent work and must be complimented for their hard work and efforts they put in their work just to serve the community, THUMBS UP :p

it depends on what your needs.
I cooked my rom include my applications to meet my needs.
Other people's ROM may be good, but I have to add-on my stuff, and many key function is not working

I would say that a good way to tell if the rom is "well-cooked" would be to look a who made it. Faria, its right, octaivoi, black diamond... all great "cookers" if its made by one of them you can pretty much be sure it is "well-cooked" lol
Note: I am not saying that other are not as skilled.
I have tested most of its rights, octaivois, farias, and the black diamond roms and finally settled for TNT.1437 but found no real un-fixable problems with others either.
I haven't tried all the "cookers" here but I can tell you from experience that the higher the version the better the rom so just experiment and find what you like. It's not really a matter of being "well-cooked" because they are almost all made the same way...
