OCTAIVOI's Wizard 5.0 Keyboard problem!

Ok people I have a layout problem with OCTAIVOI's Wizard 5.0 I saw this fix

This setting will make qwerty:

[HKEY_CURRENT_USER\ControlPanel\Keybd]
"Locale"="0409"

but how in the hell do I edit the registry?

Ok now Im having another problem:

The screen is beginning to disalign (and this is my second day with this rom)
is there any way to fix this problem or I just have to be aligning the screen?
