Network is locked, please input unlock code

Hi, i have a QTEK 9000 and i tried to unlock that PDA from the provider. I first use the MaUpgradeUt_noID.exe as told on this forum, it works fine, show Radio version 0.00.00, then also as told on this forum a used UNI_Unlock_v1.exe and i think it also works fine. When i turn the device on, i get the message "Network is locked, please input unlock code".
Can anyone please give me a help in a way to solve this problem?
What code should i use?
