s200 upgrade & downgarde is problam

my device is s200 G4
windows : gallum VII

i can not upgrade or downgarde OS ,

when change OS show this error :
ERROR: Unable to open WinCE file '\windows\itsutils.dll' - The process cannot ac
cess the file because it is being used by another process.

and can not install EnableRapi.cab and Cert_SPCS.cab
