I was wondering if it is possible to put the HTC Home screen as a plugin for SPB Mobile Shell. I was wondering if the HTC Home could be put in a programs folder?

Yep, it's possible - did it myself a while back by editing the registry as follows:

HKLM > SOFTWARE > Microsoft > Today > Items > HTC Home

Change Type from '5' to '4' and it will show up as an available plugin.

Another option is to also use Ultimate Launcher, it allows placing multiple today plugins as separate tabs. You could then use both HTC Home, Shell or any other plug ins.
