Cross posted by me from the Herald area since I also experience the problem with my TMO MDA running an older Molski ROM. Since the Wing and Wizard are so hardware similar, I thought I would bring the issue up here too.

I'll grant you that at least part of this is likely TMO USA's network, but here goes.
Frequently when I roam with the MDA, the connectivity of the device simply "weirds out". No SMS/MMS, Voice, data, etc. even after I return to a TMO service area. Soft reset fixes the issue always, sometimes going to flight mode and back will clear it.
Related issue, one that I also experience on the Wing/Herald and have only heard vague rumors about from others, is that frequently when roaming and continuing afterward, the pitch and speed of all system sounds on the MDA will go up by about a third (think cartoon mice), this affects all system sounds including voice command and media player, but NOT the voice in calls. Soft reset clears the issue.
Lastly, while travelling, I nearly always lose the ability to send SMS/MMS messages, even though I am in a TMO coverage area with good data and voice after a clean soft reset.
It FEELS like a generic issue with the radio ROM or perhaps the radio hardware, but I don't have a lot of skill at that level.
Thought anyone? Anyone else having similar experiences?
