That's how it's typically done, if I'm understanding your question and whatnot.

Establish Activesync, then run the updater from your particular carrier. It will put the device in bootloader mode and send the ROM image to the device.

What if you just have the rom image, not the installer? Is there a bootloader you can run on your pc and flash the rtom thru the usb cable?
