What kind of GPS receiver are you using? If you're using a bluetooth receiver other than the TOMTOM one, you have to discover your GPS, then, after you've paired with it, go into the COM port tab of BT devices and add a serial port, and select your receiver.
In TOMTOM select "OTHER" BT GPS and select the COM port you created.
I don't know what you need to do with the TOMTOM receiver. I assume it's similar.

I have tried to select the requested com port(3 or 7) and it rejects it with "the COM port could not be created. please check your settings and try again" i have no other programs using GPS.

In bluetooth settings > com ports what com port do you have? If you don't have one create an outgoing port, I have mine set on com4 and in Tomtom my gps is set as other bluetooth gps receiver and select com4.
