I have a program installed on my storage card and I would like to create a shortcut to today home plug in or programs folder for easy access. How could I do that?

if you don't want to create the shortcuts manually, use Total Commander, set it to virtual window mode, in the first window open the folder with your application, in the second window open the /windows/start menu/programs folder, switch to the first one, select your application, execute the command file-->create shortcut and confirm that it will be created in the /windows/start menu/programs folder.
