I have a 8525 that has IPL 1.04 and SPL 2.10 Olipro.
I've tried most of the methods mentioned in the wiki and I still can't get it fixed. Whenever I try to flash the Radio rom (1.54.07.00), I get stuck in the 0% and gives me an error code. According to the wiki, it means fail to connect, but ActiveSync worked?! Now what am I supposed to do to get rid of this problem?
Any help would be greatly appreciated.

I was never able to flas Radio 1.54.07.00. Some one recomended flashing the Official AT&T WM6 Rom to get the radio, then flash back to whatever ROM I was using. That actually worked. In my case I was having my radio dropping signal every so often. Then on sometimes on rest would sho "no GSM" other time not. Now I have "no GSM" all the time and can't flash the Officila AT&T ROM any longer (Hangs at 11%).
But I may have had a dieing radio hardware (my phone was a referb) and it might actuallly work for you. In my case my 8525 is now basically a PDA with wifi.
My final solution: I have a Kaiser (8925) scheduled to arrive today.

Your problem sounds exactly like mine. Mine got hung at 11% as well with official ATT Rom.
My solution? Well, I dumped my 8525 (cancelled account), and got myself a Samsung i760 from Verizon Wireless. I wanted to go with the 8925, but I had to pay more than $300 for upgrading the phone (plus extending contract for 2 more years). As for the i760, I didn't pay a dime. (A friend of mine that works at a authorized dealer hooked me up)
