Windows Live email "Get full copy of message"

I cannot seem to set this through menu/tools/manage folders.

I can make all of the changes I like but when I exit, the changes do not hold. Anyone else?

I have the same problem on Kaiser.
If someone could say if its normal or just a bug or "made by design" ?
Impossible to set "Get Full Copy of messages" on Inbox
