What is hpRUU.exe? I followed the link and double click at this patch but it is not a file (it just showed text). So how can I achieve this process?

I think my Bootloader is 1.0.5 so that i can't downgrade my device to WM5 by hpRUU.
How can't I downgrade my device to WM5 ???
