PPC phone Development software

Dear All,

I am new for the PPC phone & found that there lots of theme, application ... for the PPC phone. I am want to create my own theme/ today plug-in, but I have no idea what softare should be used.
Can anyone provide that what software should be used for the development?

Have you checked out some of the ROM "kitchens" ??- info in those to help you "cook" (modify) your own.
