I can't find here in the forum the cab file for Dual Touch Comm Manager just like what being used in Touch X. Can anyone please point the thread or the link where I can download it? Thanks a bunch and Merry Christmas to all. :)

How do you install this comm manager in Korand 3.1?

The same way you install any cab. Download the cab, copy it across to your device, find it in the file explorer, click on it follow the instructions,and when it says complete I think you should soft reset your device to make sure it has worked.
