Does anybody know a cab extractor

I need to extract a cab from a setup... Let me know which software can extract it... If there isn't... how hard would it be to make one... this forum does have the smartest guys...

My reason: So that i could download software using pocket pc and install it without the use of a pc.

the cab file is on program folder or search in temp forlder
