Help!!!!!How to extract OEMAGW.dll file from ROM

I had some problems with Voice Speed Dialer(VSD), which can't be activated by answer button on bluetooth headset. I compared the registry with other ROMs which integrated VSD and works well with bluetooth. The big difference in the registry in my ROM is the setting of BTAGExtMidule=/windows/Btagext.dll, while is BTAGExtMidule=/windows/OEMAGW.dll in other ROMs. and I can't find the OEMAGW.dll file in \Windows directory. I tried to copy it from other ROM, but failed to copy the file with error.
Any body knows how to copy or extract the OEMAGW.dll from \Windows directory?

If yes, please give a hand or upload it.
I think a lot of people need it!
