Thanks... seems like the formatting for the various languages is different on different machines. my settings are

* HKEY_LOCAL_MACHINE\MUI\SysLang : 1033
* HKEY_LOCAL_MACHINE\nls\DefaultLCID : 1033
* HKEY_LOCAL_MACHINE\nls\SystemLCID : 1028
* HKEY_CURRENT_USER\MUI\CurLang : 1033
