Hotmail is not a pop server.

Setting up a pop server is not completed, you just set it up through the settings of your SMS/MMS/Email manager... Whether you're using tzones or a regular internet thing, it doesn't matter.

Exactly. Same as the 19.99 package.

I use mail2web (http://live.mail2web.com). Being that its an exchange server, you get the emails exactly when they come in and you can synchronize your contacts, calendar and stuff.

But you need to setup the proxy, don't you?

Yes, for an exchange server you do.
