Over / under clocking for battery life?

I read somewhere about an app that would underclock (slow down) the CPU on the Touch to save battery, and then speed it up when applications were running

anyone know anything about this?

most overclocking apps do this, but there arent any working for the vogue yet as a result of the dualcore qualcomm msm 7500 chipset
