Huge problem

I have Qtek s200 G4 from swisscom at German language. I want to change language to English but I can not to install any ROM. My CID is locked.
IPL: 2.15.0001 (G4 device)
SPL: 2.15.0001

Can you help me please?

I tray to do SoftSPL Flash but I have extend rom. At direction wrote :
G4 Safe means:
-No IPL/SPL and no Extended ROM.
