I've always had trouble sending or recieving MMS(picture) messages since day one with my Tilt. It has since been RLOD and replaced, and the new one still had problems downloading and uploading MMS messages. I contacted ATT customer service and they told me to check the MMS settings of the phone:
Server name: AT&T MMS
Gateway: wireless.cingular.com
Port number: 80
Server address: http://mmsc.cingular.com
Connect via: MEdia net
Of course this is exactly what was in there. I searched around and came across some users of other phones using port 8080 instead of 80. I tried that, and now have 100% success downloading and uploading messages.
Hope this helps someone, I can't be the only person who had this issue on two different phones...
