Faulty Andes on ebay

There's a faulty HTC Andes being sold on ebay. Apparantly it doesn't boot up properly, however I messaged the seller, and the phone does go to serial mode. Does this mean I should be able to get it working by flashing a new rom?

real andes are kinda rare imho
most people who think they got one
really have an alpine

even if it's a true andes then with them being so rare
here and all i havent heard anybody trying wm5 or 6 on them
