Program to call a test line

Hi, I would like to write a little program to go around a problem with my phone. The program will need to call a test line every 30 minutes (this is done so the phone reinit its data settings)

Ok, so the timer, and etc.. are no problems, what I need to know is how to make a call and how to hang it up after 2 seconds programatically. I don't mind doing it in C++ or .Net, whatever works, I just need some pointers.
