Thats a lot of ROMS you tried, which actually you shouldnt have done. It makes the load on the ELF more. Have you tried CID Unlock man????

Yes tried it several times, it doesn't go past step 1/3 (to be honest, I don't even think it is doing step 1/3, nothing seems to happen).

But i think its still based on windows 6 not 6.1, the only way is to get cooked roms ?

it means World Wide ENGLISH....but if you dont CID Unlock your device....you would end up bricking your phone...or to make it simpler...your phone will be stuck at some point and you cant use it anymore...more info...feel free to pm me
