I know there's the free CID unlock method... it works well and I've done it a number of times already. I'm thinking though tat I'd rather pay (if necessary) to just permanently CID unlock my phone so I don't have to hassle with it every time I want to install a new ROM.

My phone is already SIM unlocked. Is there a service out there that'll just CID unlock for me (since I don't need the SIM unlock)??

I think is impossible to make a permanent CID unlock simply because the files from new ROM are always locked :). But I can't understand the problem here - just one click and the phone is onlocked again. I make unlock after new Flash, but not before Flash, coz I am always shure that i will flash again tomorow.
In fact I doesn't restart after unlock (I know I know this is procedure, but I can Flash without restart after unlock). :)

Is the CID unlock (e.g. from IMEI check) permanent? Or do you have to re-run some program after each ROM flash?

The CID unlock from IMEI-check should be permanent. The CID bypass program that most of us use is the one that needs to be redone with every flash. I don't mind though. As littleclown was saying above, it only takes a few seconds to run the bypass and your phone is "flash-able" again.
