6.1 was released to carriers and OEM's months ago. There is already leaked AT&T test ROM floating around with 6.1, and the cookers have had custom 6.1 ROMS out for some time also.

If you are waiting for the official release from your carrier it will probably be some time. Even though this AT&T test ROM is floating around NOW, they've said they won't have an officially released version for a few months.

As for the H.264 and Silverlight I think those will be included in the NEXT version of IE Mobile and that won't likely be seen until the END of 2008.
