Add .cab's w/out changing ROM's?

Bought a used HTC Wizard, SIM unlocked, maybe CID as well, and my question is this: Do I necessarily have to update the ROM, or unlock CID just to add newer cab files? Don't text, or touch, just talk, and game a little. All I really need is an alarm program with multiple alarm settings(any suggestions?), like 8 or more, the ability to increase ringer/speaker volume, maybe a lot of games as well. And if I have to flash a new ROM, are there any sugestions as to one which would meet these requirements? And can I upload a cab file to a WAP site, download over WIFI to phone and install that way? Would appreciate any and all help.

P.S. Before I bought my Wizard, I attempted to buy an 8525, but the deal fell through, but in anticipation of getting it, I purchased a lot of peripherals, such as extended battery, chargers, cases, stylii. Not trying to sell them, but will probably give them to anyone who can be of help, if you need/want them...
