Ok guys, there has been an issue with some of the newer Tilts coming out and their camera not wanting to work with the TyTNII quality fix. This is NOT a radio problem.
Many thanks to Sajakati for helping us get to the bottom of the problem...here's the instructions to fix the problem:
Ok guys finally I found a solution to replace the cif.dll so no need to cook it. Here’s how to do it:
First off, you need to download the following applications: CIF_314.zip (http://forum.xda-developers.com/attachment.php?attachmentid=84249&d=1209957555) & Dotfred's TaskManager (http://www.dotfred.net/TaskMgr.htm)
Install/copy TaskMgr.exe to your crappy device and run it:

Install SJ CIF_314.cab and reboot your device.
Run Dotfred's TaskManager again to load cif.dll.

Tap & hold to brings the popup menu and select [Start].
Now run the camera ... hurrah you did it! :p
I can't really offer much support outside of what others have posted here. So unless you have a 7201 chipset and your video is all garbled I don't know that you'll find many answers here.

hey guys,
had to send my previous tilt back due to a bad lenses in the camera...got my new one and flashed it with one of Dutty's ROMs that I like which uses the 1.64.08.21 radio. I checked the camera function and it's working, but when I take video it is scrambled...just series of pixel patterns.
Anyone else run into this? I was wondering if I needed to try a different radio or if I ended up with a bad camera again >.<

yes, thank you for being an ass...I've already been through that. I found one other instance in that thread which matched my problem and there was no solution reached. Also, I was at that thread because I was checking the wiki first.

Well then, you gotta mention that in your post. If you post something like "I was wondering if I needed to try a different radio or if I ended up with a bad camera again" then people will automatically assume that you did not read or search.

Might also try to hard reset your device. Reflash, hard reset and after this flash your radio....

alright...neither the 1.64.08.21, 1.27.14.09, 1.58.21.23, 1.27.12.17, or 1.65.14.06 radios have done anything for the problem. Will continue to see what I can come up with later.

thought I described the problem in the first post? Ok...let me try to elaborate...
Currently ROM is Duttys_WM6.1_5.2.19716_1.64.08.21...camera function for taking pictures is fine. However, the video capture mode only produces video with green pixelated garbage. The audio portion of the video works fine though.

Update...using Duttys_WM6.1_Official_5.2.19209_1_58_16_27 [FIX] and still the same problem. Reverting back to stock ROM to see if it still has a problem.

Wonderful...still getting pixel rubbish on video with stock ROM and radio...looks like I'll be calling ATT for a new phone again.

This is not normal... ...it's normal that you see the brightness is set to max when you start the camera...

I think you mean the camera itself is dimming first.. ..this is probably because of the sensor.. ..of course it's adjusting to the ammount of light in the surrounding...

Sorry for the late post, but I have discovered that I am having the same problem. I have tried several of Dutty's ROM's with different radios, but still the same thing. Either garbled video or a blank green screen with working audio. I think I am going to revert back to full stock (SPL, ROM, etc.) and post the results. I could have sworn the video recording was fine prior to custom flashing.

Well, since it has been brought back up, then I might as well post an update now rather than later.
I got my new phone in and checked to make sure the camera was working on all settings and captures modes. Went straight for Dutty's newest ROM and bam, no video recording capability. Same with Alex's and L26's. I even tried earlier versions of Dutty's ROMS going back to March but still no luck.
However, I flashed NoThrill's ROM (from here (http://forum.xda-developers.com/showthread.php?t=379411)) and everything worked fine. I can't exactly explain why it is...this is not my area of technical expertise.

Oh, also to note...flashing back to the stock ROM didn't fix the problem in my previous phone...though, I don't remember if I tried a different radio with it or not? So just keep that in mind if you're thinking about going back to stock.

Update: Flashed back to an AT&T Windows Mobile 6 ROM (CE OS 5.2.1622 Build 18128.0.4.4) that I found on the AT&T site. I haven't changed the SPL (still using HardSPL) and the camera (for video) now works! No garbled, pixelated crap, and no solid green crap either. I recorded a 5 second clip, and played it back perfectly on the device and on the PC. The ROM I used was RUU_Kaiser_CINGULAR_WWE_1.62.502.0_radio_sign_22.4 5.88.07_1.27.14.09R2_Ship.exe. I think that it is safe to say that it is not a phone issue since _h4x0r_ has received a new phone and confirmed the same problem.
Oh, also to note...flashing back to the stock ROM didn't fix the problem in my previous phone...though, I don't remember if I tried a different radio with it or not? So just keep that in mind if you're thinking about going back to stock.

I too don't get any video using Dutty's Rom with my new tilt. I think It's a plan from at&t to screw us over. Bastards. I have a MSM7201 in this tilt and my old one with a working camera had a 7200. That may be the problem. There is definitely something too this.

Curtis, good to hear you got it working with that ROM...incidentally, I used the ATT ROM listed in the warranty recovery thread.
From here I would be currious as to what's going on with these new ROMs and ppl's Tilts? Seems like there's only a smattering of issues on this topic. I recall another member having the same problem in another thread, but don't remember their name.

It's very likely that at$t is trying to make sure we don't want to flash to any other rom then their own. Look at the problems with their newest radio. It's lock the ones who've flashed it to it. They can't change to a new radio. This is certainly related. What chip do you guys have? 7200 or 7201?

Settings - System tab - About - Version tab
It should say Processor: MSM7XXX-XXXMHz
FYI I installed Kyphur's XDA-Live 2.0a ROM, and the video camera works, as long as you rename the recorded file. Change the extension from mp4 to 3gp. Note: The ROM is extremely light, and you will have to install the HTC Camera software. I used version 5 that was provided in his ROM link.

Well my chip is the 7201, but unfortunately I have no idea what my previous phone's chip was. I'm about to test out HyperDragon II (with his 24PP tool) which is based off of NoThrill's ROM, so in theory it should work :P

I'm quite sure you had a 7200 in your old phone. It was pretty recent that at$t made this change to their Tilts. We should find a solution.

What version of the camera did you install? It might be related.

I've been using what came on the ROMs...HTC Camera 5.04 (build 29195). I thought that might have been the issue as well, but being as all the ROMs I've tried (including NoThrill's, obviously) have used the same camera, I ended up ruling that one out.

Ok, so I've been scouring the forums for info on this problem as I've been having it too. I can also confirm that after flashing NoThrills WM 6.1 WWE *English* V3 , the video camera is working again.
According to this ROM, I have the 7201 processor as well. What's weird is that I tried flashing an old AT&T ROM before I found this thread: RUU_Kaiser_CINGULAR_WWE_1.57 - Originaly Shipped AT&T ROM.exe
and it told me my processor was 7200 (maybe it was unable to list anything higher?)
Anyway, I guess we can update people in the other threads about this and hopefully someone with a lil more know-how can narrow down what the specific cause for this issue is...

Have you tried Kyphur's ROM? curtislanham flashed that and was able to get his videos to work after renaming their extention.
That's also an interesting note about your processor model. Did your video capture work after you flashed back to the ATT ROM?

i too have this problem brand spaking new tilt had it for one day got it monday flashed duttys rom on tues day and i have the same problem its not the phones its something in the roms maby the new tilts don't like i flashed alexes cube rom and got the same thing

bought mine on Monday flashed on Tuesday i had a tilt before about 6 months ago bought an Icrap 16GB (wile dodging bullets) and came to the conclusion it sucks and bought a new tilt. and have the same problem no mater which rom/ radio i use

I've updated the initial thread with info from here for anyone just coming in on the topic...
While I understand that posting in the ROM's threads is ideally what should take place if someone is having trouble, it seems that it would be rather confusing trying to track all those threads at once. It would be nice if we could get the various ROM devs in on this in one place.
What I find really confusing is the instance where the HyperDragon II ROM didn't work (for me at least) being as it is based off of NoThrill's ROM, which IS working! Both are using the same camera and the same radio, but somewhere in between the two there is SOMETHING preventing the video recording. I would venture a guess that whatever the differnce is in this regard -might- be what is keeping other ROMs from working as well.

I doubt at&t added a booby-trap to destroy our cameras though.

I think it's already been confirmed, but I'll confirm it as well:
The older Stock AT&T ROM I downloaded from somewhere off this forum (file name RUU_Kaiser_CINGULAR_WWE_1.57 - Originaly Shipped AT&T ROM.exe) did not work in terms of fixing the video camera issue. On top of that, it listed my processor as 7200.
I flashed with the newer:
RUU_Kaiser_CINGULAR_WWE_1.62.502.0_radio_sign_22.4 5.88.07_1.27.14.09R2_Ship.exe
And the video camera works flawlessly as the day I got my tilt (which was about a month ago).
Seems a slight change in the phones has occurred to cause this issue in most of the cooked ROMS being put out right now. Hopefully someone will be able to pinpoint exactly what it is....
For now all we have to go on is the models with the 7201 processor. Anyone that mentions they have a newer tilt and has now problems, please double check the processor to make sure it lists 7201 and not 7200. That way we know whether or not checking the processor is a reliable method of predicting whether there will be a problem or not...

Ok, I gave up on trying to fix the video camera for now and flashed back to Dutty's V2 Hybrid. I decided to check my device information and it lists me as having a 7200, NOT a 7201. But I know that when I flashed the latest AT&T Rom, I was listed with 7201. Perhaps this may or may not have some relevance to my previous finding that the older stock AT&T Rom that did not fix my video camera was also listing the processor as a 7200. Oh well, I love Dutty's Rom and I don't record videos with the phone (atleast it's rare) so it's not a huge issue for me. I just get irked once in a while knowing something is broken. Just have to get over it :-)

Yeah I understand where you're at with that...I'm actually very pleased with my NoThrill's ROM right now. I'm going to try see what I can come up with in regards to the HyperDragonII ROM...perhaps a thorough examination of the differences between that and NoThrill's ROM will yield some results regarding why the camera stops working from point A to B. If something turns up, I hope (as I said earlier) that it will be something we can correct on these other ROMs to get them working as well.

NoThrills is good but i still miss Dutty sometimes...
Just to recap. My new Tilt with a MSM7201 did not record the video from the camera with anything but the stock ROM and now NoThrills ROM. I'm using NoThrills and now it's working fine with NoThrills ROM. There is a difference somewhere. A heads up for future ROM cooking.

Good to hear that...he doesn't know it yet, but I'm going to try and get with Sajakati (HyperDragon ROM chef) at the beginning of the week and see if we can figure out why this works here but not in his ROM :p

Tried it with my NoThrills ROM. I had an issue where the video was just not being recorded before I found NoThrill's ROM. I have a MSM7201. It would record video with the stock ROM and NoThrills. Not on any other.

Anyone get a chance to test Hyperdragon w/ SJ CIF_314.cab to see if this fixes the camera?
I figured I'd try SJ CIF_314.cab on Dutty's ROM (just on the basis that perhaps the problem is the same so maybe the solution MIGHT be the same). But that just caused the camera to say that it couldn't be initialized at all. :-P Not being able to use the camera at all is a lil worse than not being able to record video, heh.

My question to you, arsunist, did you try a different radio at that point? I ask because that sounds like the sort of error you get when your radio is incorrect.

Tried NIKI 1.58.16.27 and also the radio included in NoThrill's ROM 1.65.14.06. Both still give me the "Unable to initialize camera. Failed to set up the camera device" message.
Odd thing is that if I remove CIF_314.cab, the 1.65.14.06 radio makes the camera unusable. There's no initialization error msg but the picture is pitch black and when I attempt to just take a picture anyway, it just hangs for a while and eventually tells me I can't capture an image. This radio worked fine with NoThrill's ROM loaded though.
Switching back to 1.64.08.21 brings me back to square one where I can at least see what I'm recording even though the output will be gibberish.

Alright...tried HyperDragon with the CIF_314 fix and got a failure to initialize camera error, so I tried some different radios...neither 1.65.14.06, 1.64.08.21, or 1.58.21.23 would work...still the same error.

Huh looks like we need to re-initialize/configure the camera. I'll figure it out later since it's a little bit tricky to do it. The easiest way to replace it is to cook it and rebuild the rom. :D

Ok...good news here, it worked :) I also noted that the file size was MUCH smaller in comparrison to previous videos I had taken of the same duration and resolution quality. I'm assuming that the TyTN II quality fix effected the subsequent file size of the video...duh.
In either case, now that it looks like we know what the problem is...how do we go about fixing it? I mean, if just installing the CIF_314 fix didn't actually 'fix' it and the ROM needs to be re-cooked, is there even a way around this?
My guess, is that (as in the same case with Arsunist using Dutty's ROM and the CIF_314 fix) any other ROM with this problem might need to be recooked with the original dll config.

Tested this out on Dutty's Hybrid and it works :-D great work in tracking down and solving this issue! I'm sure there will be more and more people needing this solution as they pick up the newer models. Thanks!

btw, how do I get it to load the camera automatically after a reset? So far I'm stuck manually loading the camera each time my phone resets even though it's set to automatic.

Need some help, I keep changing radio and rom but still there is a red line at the left hand of the camera. Anyone have this problem?

I've updated the main page to reflect the solution.
Vyap, is it showing up on your screen or in the video/picture? I had a camera that after it got 'warmed up' a pixel would get stuck and result in a red dot and a line through the entire picture or video. Called up ATT and they told me it was a bad lense or something.
If it is just a line that's showing up on your screen but not your images or video, it may be your lcd.

Also, ilordvader, this is a fix specifically for the 7201 chipsets that are having trouble with the TyTN II quality cab that's been cooked into different ROMs.
So unless you were having problems in the first case, please don't derail the topic.

OK, I've got a possibly related camera issue:
My own ROM based on newest ATT 19213/CE 3.53
I've tried all 1.65 based radios.
Using Camera_5_0_4_2915_00_Nadavi_2008-01-22
Camera app loads fine. All buttons appear on the screen like they should. However, there is no picture displayed, just a black background. But when I push the button to take a picture, it works. It takes the "appropriate" picture, then displays the picture with the send/delete buttons below like normal.
I can sort of use this, but you really don't know what picture you're taking until you take the picture.
I have tried with and without the new CIF.dll cooked into this ROM

Be careful about the 1.65.17.10 radio...not sure that they have resolved the problems with that one yet.
I would also try a different ROM (such as NoThrill's just for simplicity) to see if you still have the same problem.
Outside of that I would try the 1.64.08.21 radio or 1.58.21.23.

I tend to stick with ATT based roms. Largely becuaseI have a tilt, and I'm an ATT customer anyway. So the 1.64/1.58 radios don't do me much good.
Luckily I read before I updated to 1.65.17.10, and used Jocky's security unlocker before I did. And I have had no problems changing radios.

Yeah I'm ATT here as well with a Tilt (obviously) but I don't think you're gaining anything by sticking with ATT ROMs. Go ahead and try one of the other ROMs that are out there...from my experience I've substantially increased battery and processor performance.
I mean, if it works with the other ROM then you can try to figure out what's going on with your ATT ROM and just flash it back afterwards.

I'm not sure .. but I think you can try compare dlls from Nadavi's package with At&t, then pick the newer version.

But after reverting the radio to 1.64.08.21, the camera problem dissappears.

Well, camera problems (even similar symptoms) could be due to either the software, hardware, radio, etc. I'm thinking my case was the software as I was already using 1.64.08.21 when I first discovered the camera was bad. from there i tried several other radios and the problem remained. The old version of the camera software fixed this issue for me. In your case, you probably had the right software and just encountered an issue related to having the wrong radio (?).

I would also check to see which chipset you have...whether or not you have a 7200 or a 7201 seems to be a factor as well.

With the news of HTC possibly releasing drivers for the TyT II but not the tilt scares me. The 7201 was designed specifically for the tilt. Anyone with a 7200 tilt will almost certainly be able to use a cooked rom with the drivers in it or just install the new rom. I worry about us 7201 Tilts. The drivers may not even work for us.......

btw, for those of us who've fixed this problem by loading the old CIF.dll for the camera. Are you having to load the Device: CIF1.DLL every time your phone is restarted? Because that's what I've had to do, or at least whenever I want to use the camera. How do I go about getting the camera device to load automatically (aside from cooking it into the rom)?

Hmmm, I'm using the ROM that had it cooked in, so I can't say...anyone else deal with this?
I get to the last step where i load it again, when i select start a message comes up saying "The system cannot find the file specified."
Anyone know how to fix this?

What I find bizzare is that (or at least I thought) the CIF cab file was replacing the driver altogether...where is the pre-replaced file coming from after a reset???

Ok, no problem with your registry. This is strange, I didn't have the problem as you mentioned with the solution posted in post#1. Anyway you can try uninstall SJ CIF_314.cab and restart the steps, make sure camera or other program that using cif.dll is not running.

This won't help in a case like mine.
I just got (RUU_Kaiser_HK_WWE_1.82.721.1_radio_sign_22.51.88. 13_1.27.15.32R2_Ship) installed on my former at&t tilt and although everything works perfectly, the video recording mode produces damaged/unplayable videos.
CIF_314.zip & Dotfred's TaskManager installation does not fix anything.
Any info would be much appreciated.
By the way ... which ''windows mobile 6.1'' rom/radio works best on your tilt? Tnx, Nico.

i am having the same problem with this cif driver - it is not automatically starting after a reset... have you been able to resolved this issue?
I have the same issue, the CIF and QTV drivers no longer start with the phone, no matter what the device or registry settings are. Hoping to avoid a hard reset when I dont know if that will actually resolve anything. When they are running, recording and playback are fine.

I've read every page hear and other that the guy that said he's having problem with it loading I haven't seen anyone say the cif fixed the problem.
If you have a 7201 processor and it worked that's all I need. I really like my ROm, programs, and other things I've did to my phone so I don't want to go to nofrills ROM and start all over again.
