Looks like a skinned HTC Touch Dual Keyboard. I've never actually seen that skin before, but the keyboard itself is here: http://forum.xda-developers.com/showpost.php?p=1581981&postcount=1

scroll down to Htc Keyboard, read whatever's written.

Since we're on the topic, try out TouchPal keyboard, it's wonderful. Doesn't take up as much screen real estate as the Touch Keyboard.

the best way is to install HTC keyboard. The black one. And change with the graphic from bepe.

Or use Win CE. edit the cab for HTC keyboard and change the graphic.
