so i just unlocked a t-mobile dash earlier today and i want to use a custom rom on it, will i need to provide the subsidy code again or is the phone permanently unlocked

Na you can just upload the rom I have in my link. Download it and run the auto.bat and follow the instructions on there to get it working.
