2 ways to do it, there may be more, but you can flash No2Chems Rom from PPC Kitchen which allows you to use custom screens. or you can change welcome.96.png with total commander. If you Flash 5055-5067 you will need 3.35 radio, which I see you dont have unless you've upgraded since you made your sig. You can get the new alltel rom straight off of the HTC site. or you can flash the newer Spring Rom with the 3.39 radio, you will also need Olipro 2.x
Unlock with Olipro Flash the Radio then the ROM. in that order.

How can I remove the Alltel startup screen or replace it with a custom one? :D or an easier way if you want to keep the rom that you have ..you can go to this posting and use the application on the top that says to remove test screen...i used the alltel rom for the radio and then flashed a custom rom over it...it left me with the alltel start screen but after flashing it with this(you will lose your contacts and stuff so back up whatever you want to keep) i now get the black htc screen then the windows mobile screen which as Lime said you can use another image but you name it welcomehead.96.png with total commander on your titan:) http://forum.ppcgeeks.com/showthread.php?t=18836

If you are just interested in disabling the startup animation, it can also be done with a registry edit.
Just use a registry editor of your choice and navigate to:
hklm_Software_HTC_startupanimation
change the value of the Enabled key from 1 to 0.
that gets the job done for me on my work phone without having to hack it up.
