Outlook enhancements?

I've seen people refer to Diamond Outlook Enhancements, can anyone tell me what these enhancements are?

Are they functional or just cosmetic?

from the videos i've seen, there is an envelope viewer for messages, but once you click on the email it just goes into normal Outlook.
