Hi, I just got a new touch dual, but it's in chinese, can any one let me know how I can turn the OS to English version?

think you need to re-flash it with WWE rom. perhaps before that you will need to do SPL, UPL and HardSPL first ... http://forum.xda-developers.com/showthread.php?t=355730
