Hard-SPL-V7 problem

It is my first time to upgrade the rom of my softbank x01ht.
i read some guides, and found that no matter what method i am going to use, i should Hard-SPL. So i follow the guide and downloaded the Hard-SPL-V7 from here

but when i double kick the RUUWrapper.exe, it showed an error message saying something failure ?(0xc0000135).
what should i do?

Install .NET 2.0 Framework and restart your PC.

Edit: and change that topic please, it's not "Hard-SPL-V7 problem" for sure. Better will be "Can't run RUUWrapper" :)
