What program did you try to install? Are you sure that it is made for smartphones?

this programe Cert.cab that i want to install to unlock my phone then flash it with windows mobile 2006

you do not need to instal that just run the lokiwiz and that`s it :p

You can't update your ROM while your device is locked. Follow karhoe's guide to upgrading (you'll find it in the Stickies at the top of the forum). In there are all the files, links and information you need to application unlock your device... and to upgrade your ROM too if you wish.
