How do you block incoming calls for windows 6?

I googled and found the program called call-block.
problem is that
1st - its not free
2nd - it cant be installed on my PDA through vista

When i installed it, it just says it didnt detect any microsoft activesynch and when i downloaded the latest version (4.5) of activesynch, it says it cannot be installed on vista -_-.

So yeah, i'm really stuck here

just put it into u r device,run the program in device,so that it will install it

or must it be specific?
like perhaps my mini-sd card under ms:program files
or soemthing?
