Is possible to disable SIP from loading when boot?

Are there any tools to do that instead of using the registry?
I thought there is one, I can't remember the name.

Sktools will do it... and a lot of other stuff as well

MemMaid (http://www.dinarsoft.com/memmaid/) is another that can disable start up apps, along with a ton of other very usefull funtions.
