Help: OEM inverse to CAB

Excuse the noob questions:
i have several folders containing the OEM versions for some software (including initflashfiles.txt, 000- files, rgu, etc.)

Here're the questions:
How can I install these software?
do i have to convert them back to .cab? How?

Use a cab program to make cabs using those files.
