hw6915 GSM problem

i have ipaq hp 6915 with english UK OS (recently i had to change the mother borad and let a comapny do the software upgrade for me)...now i'm in egypt and something weird happened...my phone able to scan the networks and detect the mobile operator manually and i can recieve SMS messages...but the phone functionality is not OK ...when i try to call the phone i got nothing and i can;t make calls too...beside i can't open the link contact and calendar in the device...

so anyone help me and tell me...what would be wrong in that...and are these are 2 problems or linked to the same root cause?:)

well..
i went for a risk...that it might be the os itself so i managed to update my device into orange french update and it was fine and safe and great...the gsm is fixed and device become ok..but the problem now is how to get it back to english????:)

at this moment ...i download some file from rapid share it might be the CEOS uk 1.21 UK but how to verify it's the desired file?...and how to flash it to my device?...and is it possible to flash only the CEOS with radioOS i mean the device keep the Orange RadioOS and only language change??...would that make any problem???....
