Change Official ROM's country/region/vendor id-code

I tried to search, but didn't find.
Is there any application to change to original ROM's Region/Country/Vendor id-code and install this way modified ROM to the phone without to need to modify the phone or use any HardSLP?
If my phone has 409 Region/Country/Vendor id-code and I like to install ROM 1.93.479.3 to it just changing the original installer to accept the phones region and avoid the wrong vendor id-message?
This method has been used in digital set-up boxes to accept any original firmware.

Better yet , go to XDA-Wiki where you will be briefed what you can do or cannot do with the Diamond. READ ON!!!

Pls, i have one issue vith V6.0 Full...... my weather is updateing only from Wi-fi. If i want update from Edge/3G it is not working. Anybody know why?
