How i can create my own ROM or edit (change) existing ROMs with my Likes

i love the German ROM blckNotFlo from Polaris Project 0.4, its fa t, stable and secure but there are too much Programms that a normal User doesnt need, so its just a waste of memory.

how tobchange this ROM
