How to find out if the Arte is CID unlocked

Hi guys,

I'm a newbie. I purchased a XDA Orbit and want to know if the orbit is CID unlocked?

If the CID is unlocked, does that mean it will accept any other sim cards?

If my Orbit is unlocked does that mean I can put a new ROM on it?

When the device boots, see if SPL number is 1.11.0000.
If it is like that, then it's CID unlock.

Hi there, I'am really new here,...just unlock my cid & the programmed indicated that it has been uncocked succesfully,....but the SPL during rebooting is 3.07.0000 so is my cid lock or unlock,.....pls advice....b4 I start flashing the rom.
