Does unlocked mean UNLOCKED?

I have an ATT Tilt. I have flashed it many many times with different roms from this site. Originally, I followed the instructions on here to do my first flash. Have I unlocked the phone? I want to sell it on ebay and was wondering if I list it as unlocked as in anyone with a SIM can use it?

Find and download ATCommander and use the following command:

AT@SIMLOCK?40

A result of 0 means Sim Unlocked.

AT@SIMLOCK?AA is the test for security unlocked. Again, 0 means it is unlocked.
