Is it possible to start a dll file, without to start in Today Screen ?

Excuse my not so good english. You have a prog as a plugins in todayscreen.
Ok if you have manila 2 on it, you can`t inside the plugins, you wan`t make it with second today, and now the question from me. Can you start a *.dll prog ?
