I have read an article from somewhere that said replacing wince.nls in \windows to enable for other locale (regional)
i have copy the wince.nls from CEStar and replace into \windows folder using GSFinder+, then softreset.
but the option not appear in my regional settings.
do i miss something?

It's a good article - continue reading from that source.
...i have copy the wince.nls from CEStar and replace into \windows folder using GSFinder+, then softreset. It's correct - you are to replace wince.nls and it does not matter what file manager do you use for that act.

First of all - what country do you want to add to your regional settings?
Second thing - the most complete wince.nls can be found here at the forum (http://forum.xda-developers.com/showpost.php?p=1382244&postcount=1).

1. I want to set to Chinese PRC
2. Thank you for the link, I have install the vivi Regional.cab, but after soft-reboot, there nothing changes in my regional settings. The Chinese option still not in the list.
and the install message said : The program you have installed may not display properly because it was designed for a previous version of windows mobile software

Normally, it's not for the previous but for the next (6.1) version of WM. But anyway - with Chinese - for me it's a problem. Maybe you would ask somewhere at Chinese forums - they will help you better than here. For example at http://bbs.xbeta.cn/ or anywhere else......
