You must use Hard-SPL if you want to change you rom, cooked or Stock(Your area rom dont need hard-spl) and if you want to change radio rom. If you dont upgrade to Hard-spl you are stuck with the rom in your device..The only time you can upgrade or change rom is when a new HTC rom for Diamond is released, for your AREA. and you can download it from the HTC.com support site
