Well I use HomeScreen Plus Plus to safely keep it overcloked at 247 when it's just on and for the boost it can go up to 299. Anything after that and you gotta reset your phone or hard reset it.
The speeds I can safely use without the screen going crazy are 221, 247, and 299.
The T-Mobile Wing is knows as the HTC Herald and also as the P4350.
I can't answer your last question though sorry :p.

As already been answered (with a few changes)
1. It depends on the CPU itself. Some can barely hit 247mhz, some can easily go to 299MHz.
2. Technically, it's Atlas. The Atlas is a modified version of the Herald. (Different keyboard layout and look.)
3. Yes. It should. We, cooks, have never changed the driver when we started cooking wm6.1 ROMs.
