No signal

Iv just brought an htc diamond (Orange)from ebay which is supposed to be unlocked. I have put four different sim in the phone but it keeps on saying no signal and were there signal strength icon is there is an "!" next to it. What could the problem be as I have even tried an Orange 3G sim as well thinking it might be still be locked to Orange but its the same.

btw its no service and not no signal although there is no signal because of no service.:confused
