can you sim unlock a nike neon400 that doesnt use a sim card?

or is it unlocked by default because it doesnt use a sim?

That depends on wich neon you buy, if you buy the standard HTC neon, then it won't have a sim lock. But if you buy a branded version, like, say a mda touch plus (wich isn't a neon but its just an example), it will most likely have a sim lock;)
