I screwed up my ATT8525, by trying to upgrade it. Here is what I did in sequence:

1. I used HTC_Hermes_SIM_CID_Unlock_v3a, and I first unlocked the phone, it was pretty straight forward.
2. I installed HTC version of ROM HTC_TyTN_WWE_3.54.255.3_6275_1.48.00.10_108 .. It worked fine except for sound . Because of sound I decided to go to back to a lower version WM5.
3. I installed HERMIMG_Qtek_WWE_1.18.255.3_Ship.nbh, using a RUUWrapper.

So now the phone gets stuck booting in Windows Logo screen. Is there any way to flush the ROM without Active Sync? Does anyone know of any other option of flashing ROM?

1st thing, Whats your SPL? If you don't have Hard SPL installed you need a boot up the bum...

Untick "Allow USB Connection" in the Activesync settings on the PC. Go to bootloader, connect via usb and run the HTC_TyTN_WWE_3.54.255.3_6275_1.48.00.10_108 ROM RUU_Wrapper.exe again... This should get you a bootable version of windows as it worked before.

INSTALL Hard SPL if you don't have it (I believe it will only be 1.10 as you've unlocked your phone) - your SPL should be 2.10 oli...
Then if you need to, you can use the sd card to flash anything.

You may have "unlocked" your Hermes but you may not have superCID it meaning that even though you can use other sim cards you can't install other ROMs for different carriers... Hard SPL fixes this.
